(China News Service, June 26) According to the website of the National Medical Products Administration (NMPA), the NMPA recently issued the "Regulations on Registration and Filing of New Cosmetic Raw Materials and Management of Documents" (hereinafter referred to as the new "Regulations"), which will take effect on July 15, 2026. The "Announcement of the National Medical Products Administration on Issuing the 'Regulations on Registration and Filing of New Cosmetic Raw Materials and Management of Documents'" (No. 31 of 2021) will be repealed simultaneously.
The "Interpretation of Relevant Policies on the Regulations on Registration and Filing of New Cosmetic Raw Materials and Management of Documents" published on the NMPA website points out that the new "Regulations" adjust the classification of new raw materials and simplify the document submission requirements. The original "higher-risk" efficacy range-including preservatives, sunscreens, colorants, hair dyes, freckle removal and whitening, hair loss prevention, acne treatment, anti-wrinkle (excluding physical anti-wrinkle), dandruff removal, and deodorizing functions-has been reduced to preservatives, sunscreens, colorants, hair dyes, freckle removal and whitening, and simplified document requirements, aligning with the efficacy ranges requiring registration as stipulated in the "Cosmetic Supervision and Administration Regulations."
The new regulations encourage the application of new technologies and methods, such as animal alternative testing methods. Enterprises can directly use alternative methods listed by international authoritative organizations for testing, which helps reduce technical barriers to international trade and promotes the export of Chinese cosmetics products. Furthermore, provided there is sufficient scientific evidence, enterprises that adopt new strategies and methods to conduct safety assessments of new raw materials can apply to communicate and exchange information with technical review agencies.
